Although of British extraction Waters worked in Paris at the beginning of his career. On his return to England he married Mary Cadman in Dover in 1837. From then on he settled in Dover (75 Margate Street) and most of his work was cantered in and around Kent.
Exhibited 8 works at The Royal Academy and 11 at The British Institution and 6 at The Society of British Artists all extremely prestigious
